Taxes and Incentives

Aim of YASED Taxes and Incentives Working Group actively engaging in activities since its establishment in 2008 is to make a timely and rapid contribution so as to create a transparent, effective, efficient and fair tax and incentive system incentivizing investments providing high added value in the evidence of international good practices for the creation of a competitive tax and incentive system aimed at rendering the investment environment more attractive. Within the framework of this aim, YASED's opinions were drafted and shared with the relevant authorities in 2019 with regard to many pieces of legislation including the Omnibus Bills No. 7186 and 7193, the Law Amending the Income Tax Law and Some Laws, the Development Plan for 2019-2024, the Action Plan for Fight Against Informal Economy, the Regulation on Recovery Contribution Rate and the Law Amending the Digital Service Tax Law No. 7194 and Some Laws.

In the meanwhile, meetings and workshops were organized with institutions and organizations such as the Ministry of Treasury and Finance of the Republic of Turkey, the Revenue Administration, the Tax Inspection Board, the Directorate General of Revenue Policies, YOIKK and the Tax Council at regular intervals as in previous years.  For instance, visits were paid to the Deputy Ministers of Treasury and Finance Mr. Osman Dinçbaş and Mr. Bülent Aksu on March 20, 2019, a meeting was held with the President of Strategy and Budget Mr. Naci Ağbal on March 21, 2019,  a meeting was held with the Deputy Minister of Treasury and Finance Mr. Nurettin Nebati on April 4, 2019 and a meeting was organized with the Revenue Administration on October 23, 2019.  

Main agenda items regarding these meetings and interviews included among others the revisions required for tax legislation, the steps to be taken for simplifying the investment incentive system and rendering it more effective, the problems encountered regarding the implementation of double taxation agreements, recommendations concerning transfer pricing and advance pricing agreements, recommendations for incentives that will accelerate R&D and industrial digital transformation processes and the simplification of the procedures that members go through during tax inspection processes. Our similar opinions and suggestions are expressed during the meetings of YOIKK Tax, Funding and Incentives Working Group. Similar activities will go on in the upcoming years and meetings will be held to inform the members about the current tax and incentive regulations and discussions will be made with the relevant authorities.
