YASED International Investors Association's 38th Ordinary General Assembly was held in Istanbul with the participation of Minister of Industry and Technology, Mustafa Varank. The members of the new Board of Directors and the Board of Auditors were appointed at the General Assembly. The new Board of Directors appointed Boeing Turkey Managing Director - Country Executive Ayşem Sargın as the Chairperson of the Board of Directors at its first meeting.   SOCAR Turkey CEO Zaur Gahramanov was elected as Deputy Chairperson with Territory Senior Partner of PwC Turkey Haluk Yalçın, Siemens Turkey President /CEO Hüseyin Gelis and PepsiCo Turkey General Manager Levent Yuksel were elected as Vice Chairpersons.

Varank: "YASED plays an important role in the development of our country"
In his speech at the YASED General Assembly, Minister of Industry and Technology Mustafa Varank said: “I am very pleased to be with you here at the International Investor Association’s 38th Ordinary General Assembly, and salute you all. YASED members, who play a major role in production, export and employment, make a significant contribution to the economic and social development of our country. YASED, which acts as a voluntary ambassador in the promotion of Turkey abroad, strengthens our hand in terms of economic diplomacy and soft power. This umbrella organization represents approximately 85 percent of the direct investments in our country. This is a serious power, an important responsibility. Mr. Ahmet Erdem, who will hand over his duties today, successfully fulfilled this responsibility for 4 years. Thanks to their intensive and devoted work, YASED’s joint cooperation and the perception established with interlocutors was further strengthened. I would like to thank him for all his contributions and wish success to the new Board of Directors and Board of Auditors members. I have no doubt that they will carry this even further".

Stating that as the Government they are aware of the leveraging function of international direct investments in the development process, Varak continued: "Ensuring an investment-friendly environment has always been among the priorities of our Government. In determining our priorities, we have ensured the highest level of coordination in the public sector and always maintained close contact with our private sector stakeholders. Eliminating the administrative barriers that our investors face, we have focused on policies that will increase our competitiveness. At this point, the Coordination Council for the Improvement of Investment Environment (YOİKK) successfully fulfilled the tasks of directing, executing and following up the results of this cooperation. YASED has always been an important stakeholder offering constructive suggestions through its YOİKK membership. With laws 7099 and 7101, YASED has made significant contributions throughout the process in the fields of construction permits and deed procedures, infrastructure permits, foreign trade and the facilitation access financing. As a result, our joint efforts have borne fruit.

In the World Bank’s Ease of Doing Business Index, we have progressed 17 steps forward to rise to 43rd place. With this performance, we became one of the 10 countries carrying out the most reforms. Together with the new presidential system, we will build upon our previous experiences, and implement reforms that will accelerate the decision-making processes for our investors.

Our incentive system has been in place since June 2012 to increase quality investments and direct capital. In addition to this system, we have established a project-based support system for investments that have critical importance for our country and which will provide technological transformation.”

Varank: "Open R&D centres in Turkey"
Emphasizing that investments in renewable energy, metallurgy, petrochemical, pharmaceutical, biotechnology and nanotechnology, light rail systems, land-air and marine defence systems, space and aviation technologies, information and communication are supported with project-based incentives, Varank said: "In this context, 19 incentive decisions were published in the Official Gazette. As a result of these investments, we will be able to see a drop in the current account deficit of up to 10 billion dollars annually. We expect you to increase your investments that will create high added value in our country and raise our technology level. We will continue to provide you with all kinds of contributions related to legal predictability, reductions in unnecessary bureaucracy and financial incentives. With the policies we have implemented for 16 years, we have aimed to make our country a center of attraction for productive investments. We have been successful in this. While the amount of direct international investment in our country between 1990-2002 was only 13 billion dollars, a direct investment inflow of 204 billion dollars was realized during the period of 2003-2018. We achieved a strong performance. However, I think we can go even further. The share we receive from global international direct investments is still below 1 percent. This rate must be increased. We have emerged as a mature Turkey, strengthened by every demanding test. Political stability, geopolitical advantages, investment ecosystem and dynamic labour force are our most important advantages. Focus on increasing your existing production capacity and help us gain new investors through your voluntary ambassador efforts. By opening R&D centres in our country, carry out joint projects with qualified human capital. Let us take our cooperation in the fields of technology, innovation and entrepreneurship to the next level".

Varank: “Invest more in entrepreneurship in Turkey"
Calling on YASED to bring more direct investments to Turkey, Varank said: "I have a special request from YASED. In Turkey, up to 90 percent of the entrepreneurship ecosystem is funded by the state. As you are well aware, our country has a great potential in scientific and technology-based initiatives. International capital shifting more to R&D investment in Turkey is a result of the recognition of this potential. The owners of our capital have a more traditional outlook. We are of course trying to transform them. However, you can invest more in entrepreneurship in Turkey, both within yourself and from the funds of the companies you represent in this field. I assure you that you will be very pleased with your achievements with this window of opportunity. We want to climb ever higher in the ranks of global competition, and we know that this is possible with high value-added products and services. We have put forward the vision of "National Technology, Strong Industry" for this very purpose. By supporting all processes beginning at R&D to the commercialization of the product, we will implement our ministry policy tools with a holistic approach. Join us in being a part of this vision. We see all companies manufacturing in Turkey, regardless of their nationality, as one of our own. In your production processes, focus on increasing your domestic added value by making more intensive and efficient use of domestic suppliers. We are working hard to build a stronger industrial infrastructure. Last week, we made amendments to the regulation to pave the way for OIZs (Organized Industrial Zones) to become more investment-friendly production areas. Organized Industrial Zones and Industrial Zones are awaiting you, our valued investors. In line with our economic objectives, our Ministry and Cabinet continue to work flat out in order to increase and diversify the business opportunities of the private sector. We have always sought to make regulations that would give the private sector more mobility and encourage it to work more efficiently, and we will continue to do so with this same approach from now on. We know how the culture of consultation and the common mind make things easier. Clear and transparent communication is the most fundamental element of success. With this understanding, we will continue to work together. I’d like to take this opportunity once again to wish you success at this General Assembly, congratulate the new Board of Directors and Board of Auditors, and greet you all.”

Erdem: "We contribute to the improvement of the investment environment"
Mr. Ahmet Erdem, who has been successfully serving as the President of the Board of Directors of YASED for the last 4 years, evaluated YASED's activities in recent years: "We focused on the strategic priorities of YASED between 2015-2018. In line with our goal of contributing to the sustainable economic and social development of our country, we have worked very hard to improve the business and investment environment and to create a predictable investment climate. We have participated in many important areas such as macroeconomic and structural reforms, tax and incentives system required by our country, increasing of the qualified workforce, R&D and innovation, and we have worked proactively with the public authorities as a solution partner. The law on the improvement of the investment environment, Industrial Property Law, International Labour Law and regulations on R&D and super incentives were implemented as a result of these efforts, and for this, we would like to thank all the ministries, public institutions and member companies working with tireless devotion."

Mentioning YASED's efforts to improve the investment environment in Turkey, Erdem went on to say: "I have completed three terms as a member of YASED’s Board of Directors, one terms as a member and two as president. I will not be a part of the Board of Directors for the next term. I wish success to our new Board of Directors. I am pleased to say that I have taken great pleasure from working hard with all our stakeholders to improve the investment environment and to increase the efficiency of the existing investments and the attractiveness of our country during my terms as Chairperson."

Sargın: We will position Turkey as a priority country in terms of international investment.
In her speech, YASED's new Chairperson Ayşem Sargın said: “In the forthcoming period, our efforts will continue at full speed in order to get our country's share from the international direct investment flow and to position it as a priority country in terms of investments. We will prioritise increasing the representation and effectiveness of YASED in all platforms, the public sector in particular. As in the past, we will continue to be a strong and reliable solution partner for both the public authorities and investors by taking on a pioneering role in the realization of structural reforms needed by our country's economy in the future. Contributing to the economic development of our country by attracting more direct investments will be the focal point of our efforts. We will continue to be an association that is committed, which carries out coordinated work and produces solutions in order to support all necessary structural reforms. As YASED, an intensive work schedule awaits us for the period of 2019-2021. In the coming period, we will take effective responsibility to further strengthen our country's international investment environment. In doing so, we aim to work in close cooperation with all our stakeholders, in particular the senior managers of our YASED member companies comprising of approximately 1400 individuals.”
